Why the sizes differ
Three broad families cover most of this table. 35 × 45mm is the ICAO-aligned default used across Europe, most of Asia, and Australasia. 2 × 2 inches (51 × 51mm), a square, is used by the United States and by the countries that follow its visa conventions. Then there are national outliers: Malaysia at 35 × 50mm, Bangladesh at 45 × 55mm, Spain at 26 × 32mm, and Italy at 35 × 40mm.
The size is only half of it. Each country also sets how much of the frame your head must fill, measured chin-to-crown, and that is the rule photos actually get rejected against far more often than the outer dimensions. A photo cropped to the right rectangle with your head too large or too small in it will still come back. Each page below applies both rules at once.
